About this dataset
This dataset package contains the complete suite of fuelscape layers, fire behavior simulations, and statewide wildfire risk outputs developed under the CAL FIRE Forest Health Research Program grant Modeling Current and Future Wildfire Hazard and Risk in California Under Alternative Fuel Scenarios. Please see the CAL FIRE data story for interesting context and information about this body of work. We provide pertinent data details below.
The work focused on assessing how wildfire hazard and community exposure may change across California under a range of fuel conditions from 2020 through 2035. This work looked at five different risk assessment scenarios: 2020-capable, 2025-capable, a version of 2025-capable including additional treatment, 2035-capable, and a long-term “climax” scenario representing near-worst conditions for the existing vegetation type and biophysical setting present.
The term “capable” indicates which year the scenario was modeled. Each evaluated scenario was based on a fuelscape compiled from the previous 10 years of fuels and disturbance data. That fuelscape is then appropriately used for modeling the fire season for the following year. As an example, disturbance and fuel data from 2010-2019 create a “2020-capable” fuelscape, for use in modeling likely fire behavior in 2020.
Fuelscapes were developed using methods similar to the work done under the California All Lands (CAL) wildfire risk assessment efforts for the years 2020, 2021, 2022, and 2023. See the CAL fuelscape and hazard reports for more information. Further methodology will be provided here when made available in early 2026.
Subsequent to fuelscape development, the probability of an area burning was modeled using calibrated FSim fire occurrence and spread modeling. FSim also produces an “event set”, which contains the modeled fire ignition point locations, and the associated modeled fire perimeters for those locations. Finally, fire behavior, hazard, and risk were further modeled using WildEST. WildEST produces over 20 different output datasets. Please see the WildEST publication for more information about each dataset, and for information about WildEST methodology.
Similar to the most recent previous work for the CAL wildfire risk assessment effort, the spatial extent of data for this effort covers not only the state of California but extends out to cover the northwestern portion of Nevada that is included in the Bureau of Land Management (BLM) Northern California District. All data is in the NAD 1983 Contiguous USA Albers coordinate system (WKID 5070), which is the default WildEST coordinate system. The data extends a short buffer distance south (10km) into Mexico to ensure appropriate fire modeling results continuously to the southern US border but users may appropriately discard Mexico data in further analyses. Similarly, the data extended 10km into the Pacific Ocean to accommodate variations in coastline datasets, but removing water from further analyses will have no effect on outcomes.
Note that 14 Fire Occurrence Areas (FOAs) were used in FSim to generate the event set (see the FSim documentation for more information on FOAs). For ease of data accessibility, event set data is delivered according to the FOA in which the fire ignited. To account for unrestricted fire growth, the FOA boundaries extend 20km beyond the data extent above, except for the ocean.
The resulting outputs available for download below include statewide 30-m fuelscape components, burn probabilities, modeled sets of ignition points and corresponding fire perimeters, flame-front characteristics, fire type probabilities, operational control likelihoods, ember transport metrics, and multiple wildfire risk layers tied to highly valued resources and assets (HVRAs), including structure and community impacts.
These datasets provide a quantitative basis for evaluating potential future wildfire hazard, comparing treatment strategies, and informing fire-adapted community planning across all land ownerships in California. The products support CAL FIRE, federal agencies, Tribes, NGOs, local jurisdictions, and researchers working on fuels planning, strategic risk assessment, and climate-adapted forest management.

Tiling grid: To keep downloads efficient and analysis straightforward, the dataset is organized into a fixed tiling grid. This approach prioritizes optimal file sizes and regional coverage for analytical workflows. While the grid follows standard geospatial conventions, it is not pixel-aligned to USGS ARD or other standardized grids.
